David "Dave" Scott Foley is a Canadian actor, comedian, writer, director and producer. On Harvey Beaks, he voices Moff, a steampunk moth.

Dave Foley was born on January 4, 1963 in Etobicoke, Ontario, Canada. After dropping out of high school, Foley pursued stand-up comedy; this led to improv, acting, and writing. He is best known for his work on The Kids in the Hall and NewsRadio. He also voiced Flik in A Bug's Life, Chris on Dan Vs., and Terry in Monster's University.
